Mandatory medical examination, fingerprinting and photography for foreign citizens

Dear clients,

we remind you that on December 29, 2021, the Federal Law of July 1, 2021 No. 274-FZ "On Amendments to the Federal Law
"On the Legal Status of Foreign Citizens in the Russian Federation" and the Federal Law "On State Fingerprint Registration in the Russian Federation" (hereinafter referred to as the Law).

In accordance with this Law, foreign citizens who entered the Russian Federation after December 29, 2021 are subject to compulsory state fingerprinting registration, photographing, as well as medical examination, and in order to legally stay on the territory of the Russian Federation, they must have supporting documents:
1. A document confirming the passage by a foreign citizen or stateless person of mandatory state fingerprinting registration and photographing - issued by the territorial bodies of the Ministry of Internal Affairs of Russia and is a laminated form (card) with a photograph and identification data of the owner.
2. Documents of a medical examination, which are issued by authorized medical organizations.

Terms of procedures:
1. Foreign citizens who arrived in the Russian Federation for the purpose of labor activity - within 30 calendar days from the date of entry, or when applying/collecting for a patent or work permit.
2. Arrived for a long period (more than 90 days) for other purposes - within 90 calendar days from the date of entry.

Mandatory state fingerprint registration and photographing are carried out by the internal affairs authorities once, without any state fees, regardless of the number of entries / exits to the Russian Federation.
The period of validity of documents on medical examination is three months.

At the same time, after the expiration of the validity period of such medical documents, foreign citizens are given 30 days to undergo a second medical examination.

The following foreign citizens are exempted from these procedures:
- who are citizens of the Republic of Belarus (agreement between the Russian Federation and the Republic of Belarus dated December 25, 1998 "On equal rights of citizens");
- children under the age of six;
- officials of international organizations;
- heads and members of the administrative and technical personnel of diplomatic missions and consular offices of foreign states in the Russian Federation;

In addition, the following foreign citizens are exempted from these procedures on the basis of the principle of reciprocity:
- holders of diplomatic, service passports;
- employees and members of the administrative and technical personnel of the military attache offices, trade missions and other representations of state authorities of foreign states;
- family members of the above persons.

After passing fingerprinting and photographing, a confirmation document will be issued. If technically feasible, this document will be issued in the form of a card with an electronic storage medium for storing biometric personal data.

To complete the above procedure, you will also need to submit:
- certificate of absence of HIV infection,
- medical report on the absence of infectious diseases;
- the conclusion of a psychiatrist-narcologist.

In case of failure to fulfill the obligations to undergo mandatory state fingerprint registration, photographing and (or) medical examination in relation to such foreign citizens, the issue of reducing the period of temporary stay in the Russian Federation will be considered.
