The Register of controlled persons
On February 05th, 2025 a migration regime of expulsion for foreign citizens illegally staying in the country has come into force in Russia.
All foreign citizens who violated the regime of stay in Russia and illegally stay in RF are subject to inclusion in the register of controlled persons until their expulsion (deportation or independent departure) from RF or until his legal situation in our country is regulated.

Any interested individuals and legal entities can get acquainted with this information by entering the last name, first name, patronymic (if any), date of birth, series, number and date of issue of the ID in a special form.
In response, a message will be issued about the presence of a person in the register. Info is updated every 4 hours.
We pay special attention to the fact that there are already complaints from foreign citizens about the incorrectness of data in the register of controlled persons. For example, persons who are on the territory of Russia find themselves in the register legally, and persons who are on the territory of RF illegally do not find themselves in the register.
Our lawyers also draw your attention to the fact that if you are on the territory of Russia illegally, but at the same time you changed your passport while on the territory of Russia, you may also not be in the register, since the search for persons is carried out on the basis of passport data.
Therefore it is impossible to talk about the 100% reliability of this register at the moment.
If a foreign citizen is included in the register of controlled persons, the following restrictions apply to him/her:
- changing the place of stay in the Russian Federation without permission from the Ministry of Internal Affairs;
- leaving the region in which the person lives;
- driving a vehicle, obtaining a driver's license;
- acquiring/alienating property, including a vehicle;
- getting married;
- establishing a legal entity/individual entrepreneur;
- concluding a loan agreement,
- opening bank accounts, making money transfers, with the exception of purchasing goods at the rate of 30,000 rubles per month,
- and other restrictive actions.
