On the specifics of the legal status of citizens of the Republic of Moldova in the Russian Federation
The President of the Russian Federation signed a decree "On the specifics of the legal status of citizens of the Republic of Moldova in the Russian Federation", by which he, in fact, declared another amnesty.
According to this decree, citizens of Moldova who were unable to regulate their legal status in Russia in accordance with the previous decree of December 30, 2024 and left the country, or who are re-arriving in Russia from October 1, 2025, have the right to regulate their status before January 1, 2026 in accordance with the following concessions:
1️⃣Until October 1, 2026, citizens of Moldova who arrived in Russia from October 1, 2025 to January 1, 2026 inclusive (including those who arrived in transit through other countries) can officially engage in labor activities without obtaining a patent. Moreover, regardless of the stated purpose of arrival - subject to the procedure of identification by fingerprints and a medical examination for the absence of drug addiction and dangerous infections.
2️⃣Citizens of the republic arriving during this period may, after October 1, 2026, obtain a patent directly in the Russian divisions of the Ministry of Internal Affairs, without leaving the country.
3️⃣The decree also provides for the cancellation of all previously valid decisions on deportation, forced return, entry ban, limitation of the period of stay in the country, issued before the decree came into force.
4️⃣In order to extend the period of temporary stay in the Russian Federation or to issue documents confirming the right to temporary or permanent residence in the Russian Federation, it will be necessary to submit an application to the territorial divisions of the Ministry of Internal Affairs or other organizations authorized by the Ministry of Internal Affairs (UVM GU MVD of Russia).
The provisions of the document will not apply to cases of crimes, violations of border crossing rules, threats to the national security of Russia, administrative offenses related to the illegal trafficking of drugs and psychotropic substances.
