The procedure for conducting examinations for obtaining citizenship was approved by the Decree of the Government of the Russian Federation dated July 31, 2025 No. 1136.
Thus, the exam in Russian is conducted in oral and written forms, and the exam in the history of Russia and the fundamentals of the legislation of the Russian Federation is in written form in the form of testing, including using computer and distance technologies.
The maximum duration of the exam in Russian is no more than 90 minutes, as is the exam in the history and fundamentals of the legislation of the Russian Federation.
Also, on the website of the Federal Institute for Pedagogical Measurements (FIPI), demonstration versions and specifications of exams in Russian and in the history of Russia and the fundamentals of the legislation of the Russian Federation, which must be passed by foreign citizens applying for Russian citizenship, are published.
The Russian language exam includes 35 tasks: five speaking tasks (oral part), six listening tasks, six reading tasks, two writing tasks and 16 grammar and vocabulary tasks.
The exam in Russian history and fundamentals of Russian legislation includes 36 tasks: 18 history tasks and 18 legislative tasks.
The control measurement materials for the exams are formed from the closed FIPI task bank, which will be regularly updated and replenished.
